Abstract
This study explores the salient characteristics of political leadership and administrative responsibility in the light of “Surah al-Kahf”. By reflecting on the stories of the People of the Cave, Owners of gardens, Musa and Khidr (A.S), and especially Dhul-Qarnayn, it highlights qualities that shape a just and effective leader. The Surah presents humility in learning, patience during complex decisions, fairness in dealing with people, protection of the vulnerable, and reliance on divine guidance as essential traits. It also emphasizes that true leadership is not rooted in power alone, but in wisdom, integrity, and a deep sense of accountability. These insights offer a timeless framework for anyone entrusted with governance or public administration, guiding them toward leadership that uplifts communities and serves humanity with justice and compassion.
