The Role of Cyber Warfare in the Iran Israel Rivalry: An Analysis of the 12Day War

Abstract

The rivalry between Iran and Israel has increasingly expanded beyond conventional military confrontation into cyberspace, where cyber warfare has become an important instrument of intelligence gathering, disruption, strategic signaling, and psychological pressure. This study examines the role of cyber warfare in the Iran–Israel rivalry, with particular focus on the 12-Day War in June 2025, during which cyber operations accompanied direct military confrontation and contributed to the broader escalation of hostilities. The study explores the objectives, methods, and strategic significance of cyber operations directed against government institutions, critical infrastructure, communication systems, and other strategic targets. Using a qualitative research approach based on secondary sources, including academic literature, official statements, policy reports, and credible cybersecurity assessments, the research analyzes how cyber capabilities complemented conventional military operations and influenced the strategic environment of the conflict. The study argues that cyber warfare has become an integral component of modern state competition, enabling Iran and Israel to impose costs, gather intelligence, disrupt critical systems, and create psychological and strategic uncertainty without relying exclusively on conventional force. The analysis concludes that the 12-Day War demonstrated the growing integration of cyber and conventional warfare and highlighted the increasing importance of cyber capabilities in shaping deterrence, national security, and regional stability in the Middle East.
