Artificial Intelligence and the Transformation of the Intelligence Cycle: Implications for Strategic Stability in South Asia
Abstract
Artificial intelligence (AI) is altering the way intelligence is collected, processed, assessed and disseminated. This transformation is more consequential than the prospect of autonomous weapons alone because it affects the information and decision-making processes that precede the use of force. This article asks: How is artificial intelligence transforming the classical intelligence cycle, and what are the implications of this transformation for strategic stability in South Asia? Using qualitative conceptual analysis of intelligence studies, strategic-stability literature, official policy documents and publicly available material available by 31 March 2026, the article examines five transformations: the movement from episodic to persistent collection; from human-led collation to automated information fusion; from analyst-centred assessment to machine-augmented analysis; from periodic dissemination to near-real-time distribution; and from decision support to decision compression. It argues that AI does not simply accelerate individual stages of the intelligence cycle. It changes their sequencing, interconnection and feedback relationships, potentially turning a traditionally sequential process into a continuous intelligence architecture. In India-Pakistan strategic competition, this may improve warning and reduce some forms of uncertainty while simultaneously increasing perceived vulnerability, encouraging reciprocal acceleration and narrowing the time available for verification and political signalling. The article therefore distinguishes intelligence-cycle efficiency from strategic stability. It concludes that the principal requirement is not maximum automation or speed, but controlled acceleration: AI-assisted intelligence should improve the quality and timeliness of assessment while preserving source diversity, independent verification, institutional resilience and meaningful human strategic judgement.
