Abstract

This study delves into the pivotal role of District Education Officers (DEOs) in the effective functioning of the schools under their jurisdiction. Education system in the province of Sindh relies on the DEOs who act as an intermediate between schools and higher management of the department, and are assigned the duties of implementing policies and curriculum, providing facilities and guidance, and ensuring effective functioning of the schools as per the best standards. Upon a comprehensive literature review and observed evidence, this research explores multifaceted responsibilities of DEOs and challenges and factors they face, and their impact on the effective functioning of the schools. The research was exploratory by using approach of thematic analysis for which the data was collected through semi-structured interviews. The population chosen was the teaching, school heads and administrative officers of government secondary schools, SELD district Shikarpur comprising of all Talukas. 05 education officers, 04 headmasters/principals and 16 teachers from district Shikarpur were chosen purposively.  Data analysis shows that several factors contribute to ineffective school management, including budget constraints, political interference, and limited authority. Political influence is a major issue, with political parties and affiliated individuals controlling transfer posting, school funds, new school openings, and appointments of education officer. This leads to unqualified appointments, poor management, low staff morale, and subpar education. The study emphasizes the need to reduce political influence, appoint meritorious education officers and equip them with the managerial qualifications and skills to manage schools effectively for effective functioning of the public schools.
